I fully agree, however, in order that this statement makes sense, we need to define what exactly the "specifications" are. Are they an unstructured text ? Or on the opposite, a document with a rigid structure ?
Are they functional, technical, both ? Should they follow a model, a methodology, a specific notation or just the Ubiquitous Language ?
These questions were already opened 20 years ago, when I started my career ...
